Invitation to comment
on the Interconnection Agreement between GASCADE Gastransport GmbH and Gasunie Transport Services B.V.

Kassel/Groningen, 29 March 2017

In accordance with Article 4 of the “COMMISSION REGULATION (EU) 2015/703 of 30 April 2015 establishing a Network Code on Interoperability and Data Exchange Rules”, that describes the information obligations of the Transmission System Operators with regards to the conclusion or the amendment of an interconnection agreement, Grid Users are invited to comment on the proposed texts about the:

  • Rules for the matching process
  • Rules for the allocation of gas quantities
  • Communication procedures in case of exceptional events

Grid Users may comment on the proposed text via kontakt@gascade.de between the 29th of March 2017 and the 19th of April 2017. The Transmission System Operators shall take the Grid Users’ comments into account when concluding or amending their interconnection agreement.

The interconnection agreement is applicable on the H-gas Interconnection Point at Bunde/Oude Statenzijl.

The interconnection agreement between GASCADE Gastransport GmbH and Gasunie Transport Services B.V. is intended to become effective as of 1st of June 2017. 

Rules for the Matching Process

The Matching procedure is described in EXHIBIT J.

Rules for the Allocation of gas quantities

The Allocation procedure is described in EXHIBIT I.

Communication procedures in case of exceptional events

  • Relevant Extract from EXHIBIT H Dispatching Procedure, Article 4:

    “Exceptional events restricting transmission capacity
    In the event of an exceptional event, which restricts the transmission capacity, Parties will inform each other as soon as possible. Each Party will with all possible diligence and speed investigate the cause(s) of the deficiency and shall notify as soon as possible thereafter the nature of the failure and take those actions within its control that can be expected from a Reasonable and Prudent Operator to expeditiously remedy the cause and the resulting situation.
    Parties will keep each other informed in writing by issuing a revised matching notice (see Matching Procedure, Exhibit J).”

  • Relevant Extract from EXHIBIT J Matching procedure, Article 6 Exceptional Events:

    “In case an exceptional event occurs and Parties are not able to apply the matching procedure, they will contact each other in the most appropriate way with a request for an immediate steering adjustment. The quantities to be allocated to the Shippers for such hour(s) will be defined in mutual agreement between Parties based on the allocation rules (as laid down in Exhibit I).”
